Trân trọng kính thưa Quý Vị,
Trật tự hòa bình và luật pháp quốc tế đang bị đe dọa nghiêm trọng bởi các hành động xâm lược, đàn áp và bành trướng của các chế độ độc tài, đứng đầu là Tổng thống Nga Valémir Poutine và Chủ tịch Trung Quốc Tập Cận Bình.
Các hành động này đã và đang gây ra những hậu quả khốc liệt: chiến tranh, tội ác chống nhân loại, tổn thất nhân mạng, di cư hàng loạt, hủy hoại môi trường và làm suy yếu nghiêm trọng nền tảng của hòa bình – đặc biệt tại châu Âu và khu vực Ấn Độ Dương – Thái Bình Dương.
Cụ thể:
· Nga đã và đang xâm chiếm bất hợp pháp lãnh thổ Ukraine, vi phạm Hiến chương Liên Hiệp Quốc, Công ước Geneva và luật nhân đạo quốc tế.
· Trung Quốc có hành vi leo thang bạo lực và quân sự hóa ở Biển Đông, vi phạm Công ước Liên Hiệp Quốc về Luật Biển (UNCLOS), với mưu đồ từng bước xâm chiếm Việt Nam và các quốc gia láng giềng.
Các hành vi này là sự xem thường trắng trợn luật pháp quốc tế, phủ nhận quyền tự quyết dân tộc và đe dọa nghiêm trọng đến hòa bình toàn cầu.
Chúng tôi – những tổ chức và cá nhân ký tên dưới đây – khẩn thiết kêu gọi:
1. Cộng đồng quốc tế đoàn kết và hành động khẩn cấp để ngăn chặn mưu đồ bành trướng lãnh thổ và bá quyền quân sự của Poutine và Tập Cận Bình.
2. Ủng hộ tinh thần quật cường của nhân dân Ukraine trong cuộc kháng chiến chính nghĩa chống lại sự xâm lược của Nga.
3. Ủng hộ nhân dân Việt Nam trong và ngoài nước trong nỗ lực chống lại sự lệ thuộc vào Trung Quốc và chấm dứt chế độ độc tài đảng trị cộng sản Việt-Nam đang tiếp tay cho ngoại bang.
4. Kêu gọi các tổ chức quốc tế như Liên Hiệp Quốc, NATO, ASEAN và các quốc gia dân chủ áp dụng các biện pháp cứng rắn, bao gồm chế tài, cô lập ngoại giao và hỗ trợ quốc phòng cho các quốc gia bị xâm lược.
5. Yêu cầu Tòa án Hình sự Quốc tế (ICC) khởi tố Poutine và Tập Cận Bình về tội ác chiến tranh và chống loài người theo quy định của Rome Statute.
6. Cảnh báo nghiêm trọng: Nếu cộng đồng quốc tế không hành động dứt khoát và kịp thời, viễn cảnh Đệ Tam Thế Chiến – với vũ khí hạt nhân – sẽ là một thảm họa không thể cứu vãn cho nhân loại và hành tinh.
Chúng tôi nhấn mạnh:
Sự im lặng hay thụ động trong hoàn cảnh hiện nay có thể bị xem là sự đồng lõa với tội ác và sự đầu hàng trước các thế lực tàn bạo, vi phạm nghiêm trọng các nguyên tắc căn bản của Liên Hợp Quốc, Liên minh Châu Âu và toàn thể cộng đồng văn minh thế giới.
Cam kết vì hòa bình, ổn định, công lý, nhân quyền và tự do tôn giáo không chỉ là nghĩa vụ pháp lý mà còn là trách nhiệm đạo đức và lịch sử mà mỗi quốc gia, mỗi tổ chức và mỗi công dân có lương tri cần phải cùng nhau thực hiện.

• Independent media, writers, intellectuals, lawyers, Vietnamese communities, and representatives of religions both inside and outside Vietnam
Dear Ladies and Gentlemen,
The international order based on peace and the rule of law is gravely threatened by aggressive, repressive, and expansionist actions from authoritarian regimes—foremost among them, those of Russian President Valémir Poutine and Chinese President Xi Jinping.
Their actions have already caused devastating consequences: war, crimes against humanity, massive loss of life, forced migrations, environmental destruction, and the alarming erosion of the foundations of peace—particularly in Europe and the Indo-Pacific region.
Specifically:
· Russia has illegally invaded Ukrainian territory, in blatant violation of the United Nations Charter, the Geneva Conventions, and international humanitarian law.
· China has escalated military activities in the South China Sea, violating the United Nations Convention on the Law of the Sea (UNCLOS), with clear intent to gradually annex Vietnam and other neighboring countries.
These acts show a blatant disregard for international law, a denial of national self-determination, and pose a grave threat to global peace.
We, the organizations and individuals signed below, solemnly call for:
1. An urgent and united international response to stop the territorial and military ambitions of Poutine and Xi Jinping.
2. Full support for the courageous people of Ukraine in their legitimate resistance against Russian aggression.
3. Support for the people of Vietnam, inside and outside the country, in their efforts to resist Chinese domination and end the one-party dictatorship complicit with Beijing.
4. Firm measures from international organizations such as the United Nations, NATO, ASEAN, and democratic countries, including sanctions, diplomatic isolation, and defense assistance for threatened nations.
5. The prosecution of Valémir Poutine and Xi Jinping by the International Criminal Court (ICC) for war crimes and crimes against humanity under the Rome Statute.
6. A serious warning: If the international community fails to act decisively and promptly, the outbreak of a Third World War involving nuclear weapons could become an irreversible catastrophe for humanity and the planet.
We stress:
Silence or passivity in the current situation could be seen as complicity in crimes and as surrender to brutal forces that flagrantly violate the fundamental principles of the United Nations, the European Union, and the entire civilized international community.
Commitment to peace, stability, justice, human rights, and religious freedom is not only a legal obligation, but also a moral and historical responsibility that every nation, institution, and citizen of conscience must uphold.
We sincerely thank you for your attention, determination, and courageous action in defending humanity and the fundamental values of freedom and justice.

Mesdames, Messieurs,
L’ordre mondial fondé sur la paix et le droit international est gravement menacé par les actions agressives, répressives et expansionnistes de régimes autoritaires, notamment celles du président russe Valémir Poutine et du président chinois Xi Jinping.
Ces actes ont déjà engendré de terribles conséquences : guerres, crimes contre l’humanité, pertes massives de vies humaines, déplacements forcés, destruction de l’environnement et affaiblissement alarmant des fondements de la paix – en particulier en Europe et dans la région indopacifique.
Concrètement :
· La Russie a envahi illégalement le territoire ukrainien, en violation flagrante de la Charte des Nations Unies, des Conventions de Genève et du droit international humanitaire.
· La Chine poursuit une escalade militaire en mer de Chine méridionale, en violation de la Convention des Nations Unies sur le droit de la mer (CNUDM), avec l’intention manifeste d’annexer progressivement le Vietnam et d’autres pays voisins.
Ces agissements témoignent d’un mépris absolu pour le droit international, une négation du droit des peuples à disposer d’eux-mêmes et une menace directe à la paix mondiale.
Nous, organisations et individus signataires de la présente pétition, appelons solennellement à :
1. Une action urgente et unifiée de la communauté internationale pour faire échec aux ambitions impérialistes et militaristes de Poutine et de Xi Jinping.
2. Un soutien total au peuple ukrainien dans sa résistance légitime contre l’agression russe.
3. Un appui au peuple vietnamien, au pays comme à l’étranger, dans son combat contre la domination chinoise et pour la fin du régime dictatorial à parti unique complice de Pékin.
4. Des mesures fermes de la part des Nations Unies, de l’OTAN, de l’ASEAN et des pays démocratiques, y compris des sanctions économiques, l’isolement diplomatique et un soutien à la défense des nations menacées.
5. L’ouverture de poursuites par la Cour pénale internationale (CPI) contre Valémir Poutine et Xi Jinping pour crimes de guerre et crimes contre l’humanité, conformément au Statut de Rome.
6. Un avertissement grave : l’inaction ou la lenteur de réaction pourrait entraîner une Troisième Guerre mondiale, avec recours aux armes nucléaires – un désastre irréversible pour l’humanité et la planète.
Nous insistons :
Le silence ou la passivité face à cette situation équivaudrait à une complicité tacite avec ces crimes, et à une reddition face à des forces brutales bafouant les principes fondamentaux des Nations Unies, de l’Union européenne et de l’ordre international civilisé.
L’engagement pour la paix, la justice, les droits humains et la liberté religieuse n’est pas seulement un devoir juridique, mais également une responsabilité morale et historique qui incombe à chaque nation, chaque institution, chaque citoyen épris de justice.

Sehr geehrte Damen und Herren,
Die auf Frieden und Rechtsstaatlichkeit basierende internationale Ordnung ist ernsthaft bedroht durch aggressive, repressive und expansionistische Handlungen autoritärer Regime – insbesondere durch den russischen Präsidenten Valémir Poutine und den chinesischen Präsidenten Xi Jinping.
Diese Handlungen haben bereits verheerende Folgen verursacht: Krieg, Verbrechen gegen die Menschlichkeit, massenhafte Todesopfer, erzwungene Migrationen, Umweltzerstörung und eine alarmierende Aushöhlung der Grundlagen des Friedens – insbesondere in Europa und im indopazifischen Raum.
Konkret:
· Russland hat völkerrechtswidrig ukrainisches Territorium besetzt und damit die UN-Charta, die Genfer Konventionen und das humanitäre Völkerrecht eklatant verletzt.
· China hat in der Südchinesischen See militärisch eskaliert und gegen das Seerechtsübereinkommen der Vereinten Nationen (SRÜ) verstoßen – mit dem klaren Ziel, Vietnam und weitere Nachbarstaaten schrittweise zu annektieren.
Diese Handlungen zeigen eine skrupellose Missachtung des Völkerrechts, eine Ablehnung des Selbstbestimmungsrechts der Völker und stellen eine ernste Bedrohung für den Weltfrieden dar.
Wir, die unterzeichnenden Organisationen und Einzelpersonen, rufen daher eindringlich auf:
1. Zu einem sofortigen, geeinten Handeln der internationalen Gemeinschaft, um den territorialen und militärischen Expansionsplänen von Poutine und Xi Jinping Einhalt zu gebieten.
2. Zur uneingeschränkten Unterstützung des ukrainischen Volkes in seinem legitimen Widerstand gegen die russische Aggression.
3. Zur Unterstützung des vietnamesischen Volkes – im In- und Ausland – im Kampf gegen die chinesische Vorherrschaft und zur Beendigung des diktatorischen Einparteienregimes, das mit Peking kollaboriert.
4. Zu entschlossenen Maßnahmen internationaler Organisationen wie der UNO, der NATO, der ASEAN und demokratischer Staaten – darunter wirtschaftliche Sanktionen, diplomatische Isolation und Verteidigungshilfe für bedrohte Länder.
5. Zur strafrechtlichen Verfolgung von Valémir Poutine und Xi Jinping durch den Internationalen Strafgerichtshof (IStGH) wegen Kriegsverbrechen und Verbrechen gegen die Menschlichkeit gemäß dem Römischen Statut.
6. Zur ernsten Warnung: Sollte die internationale Gemeinschaft nicht entschieden und rechtzeitig handeln, droht ein Dritter Weltkrieg mit Atomwaffen – eine nicht wiedergutzumachende Katastrophe für die Menschheit und unseren Planeten.
Wir betonen:
Schweigen oder Untätigkeit in dieser Situation kann als Mittäterschaft an Verbrechen und als Kapitulation vor brutalen Kräften gewertet werden, die die Grundprinzipien der Vereinten Nationen, der Europäischen Union und der zivilisierten Weltordnung verletzen.
Das Engagement für Frieden, Stabilität, Gerechtigkeit, Menschenrechte und Religionsfreiheit ist nicht nur eine rechtliche Pflicht, sondern auch eine moralische und historische Verantwortung, die jede Nation, jede Institution und jeder Mensch mit Gewissen wahrnehmen muss.

Distinguidas señoras y señores:
El orden internacional basado en la paz y el Estado de derecho está siendo gravemente amenazado por acciones agresivas, represivas y expansionistas de regímenes autoritarios, en particular las del presidente ruso Valémir Poutine y el presidente chino Xi Jinping.
Estas acciones ya han causado consecuencias devastadoras: guerras, crímenes de lesa humanidad, grandes pérdidas de vidas humanas, migraciones forzadas, destrucción ambiental y el debilitamiento alarmante de los fundamentos de la paz, especialmente en Europa y en la región del Indo-Pacífico.
En concreto:
· Rusia ha invadido ilegalmente el territorio de Ucrania, violando flagrantemente la Carta de las Naciones Unidas, las Convenciones de Ginebra y el derecho internacional humanitario.
· China ha intensificado su presencia militar en el Mar de China Meridional, violando la Convención de las Naciones Unidas sobre el Derecho del Mar (UNCLOS), con la clara intención de anexar progresivamente Vietnam y otros países vecinos.
Estas acciones demuestran un desprecio absoluto por el derecho internacional, una negación del derecho de los pueblos a la autodeterminación y una amenaza grave a la paz mundial.
Nosotros, las organizaciones e individuos firmantes, hacemos un llamado urgente a:
1. Una acción inmediata y unida por parte de la comunidad internacional para detener los planes expansionistas y militaristas de Poutine y Xi Jinping.
2. Apoyar plenamente al valiente pueblo de Ucrania en su legítima resistencia frente a la agresión rusa.
3. Apoyar al pueblo de Vietnam, tanto dentro como fuera del país, en su lucha contra la dominación china y por el fin del régimen dictatorial de partido único que colabora con Pekín.
4. Tomar medidas firmes por parte de organizaciones internacionales como las Naciones Unidas, la OTAN, la ASEAN y los países democráticos, incluidas sanciones económicas, aislamiento diplomático y ayuda en defensa para los países amenazados.
5. Procesar a Valémir Poutine y Xi Jinping ante la Corte Penal Internacional (CPI) por crímenes de guerra y crímenes de lesa humanidad conforme al Estatuto de Roma.
6. Emitir una advertencia seria: si la comunidad internacional no actúa de forma decidida y oportuna, el estallido de una Tercera Guerra Mundial con armas nucleares podría convertirse en una catástrofe irreversible para la humanidad y el planeta.
Subrayamos lo siguiente:
El silencio o la inacción en la situación actual pueden considerarse complicidad con los crímenes y una rendición ante fuerzas brutales que violan los principios fundamentales de las Naciones Unidas, la Unión Europea y el conjunto del orden mundial civilizado.
El compromiso con la paz, la estabilidad, la justicia, los derechos humanos y la libertad religiosa no es solo una obligación legal, sino también una responsabilidad moral e histórica que cada nación, institución y ciudadano con conciencia debe asumir.
