Sau 35 năm lãnh đạo cơ quan IRCC giúp việc định cư hơn 30 ngàn gia đình tị nạn tại Bắc CA, chỉ là công việc như mọi người làm việc để sinh sống.
Cũng trong 35 năm đã lợi dụng chức vụ cùng anh chị em hoạt động xây dựng cộng đồng để trả nợ cuộc đời.
Bước chân đi, mắt còn nhìn lại.
Ở quê nhà xiềng xích trong theo.
Ôi? Các chiến hữu của tôi.

Năm 65 tuổi vẫn lãnh đạo cơ quan IRCC nhưng bắt đầu theo đuổi con đường thành lập viện bảo tàng Thuyền Nhân và VNCH. Lãnh tiền hưu trí làm việc thiện nguyện cho đến ngày nay 92 tuổi. Hàng năm lãnh tiền hưu nhưng không phải khai thuế vì lợi tức quá thấp. Gần 30 năm đã hoàn tất phần căn bản Viet Museum với 10 tượng đài và 200 tác phẩm, di sản trị giá bảo tàng gần 10 triệu USD. Đã 10 năm qua tìm các bạn trẻ để giao lại nhưng chưa gặp. Tìm người Phải có khả năng, phải nhiệt thành, phải tâm huyết và phải hy sinh. Cộng đồng chúng ta còn quá nhiều nhu cầu từ thiện nên đã xếp hạng Bảo tàng chưa có ưu tiên.
Hội IRCC là hội với hội viên đóng góp và nuôi hội để thành lập các tổ chức. IRCC đã thành lập Dân Sinh Media và Viet Museum. Tôi trách nhiệm toàn bộ tổ chức và ngân sách. Thời kỳ đầu có khế ước với chính phủ có hội đồng quản trị với chủ tịch là người Mỹ và theo By Law của Hoa Kỳ. Sau này chương trình định cư di dân tị nạn chấm dứt, cơ quan thu hẹp vào các công tác tình nguyện nhưng vẫn theo đường lối cũ. Đã trải qua nhiều hội đồng quản trị nhưng phần lớn giúp đỡ nhau vì tình nghĩa thông cảm và hy sinh vì công việc chung. Vì bên công vụ không có lương nên cố gắng xin tiền quyên góp để chi tiêu hoặc dùng tiền nhà. Bên hội đồng quản trị cũng thông cảm và hết lòng yểm trợ tinh thần. Nhiều tổ chức đã chấm dứt vì không có tiền điều hành. IRCC đã cố sức tồn tại và hoàn toàn không nhờ bên quản trị vì anh chị em cũng không có khả năng.
IRCC sau cùng đã tìm cách đưa Viet Museum vào History San Jose Kelley Park và trở thành phòng tuyến lịch sử cuối cùng của VNCH trên thế giới.
Từ ngày thành lập IRCC năm 1980 đến nay cộng đồng Việt Nam Cộng Hòa chỉ biết các bản tin và thông báo chính thức của cơ quan qua IRCC và Dân Sinh. Bà con không hề biết đến các thông báo của hội đồng quản trị với các tài liệu giả mạo đánh phá lại chúng tôi vốn là cơ quan chính thức có mặt gần nửa thế kỷ.
Vì muốn tránh cảnh Việt Nam cùng Việt Nam tranh chấp.
Để ngàn năm ghi xấu cho Museum nên chúng tôi đã hết sức chịu đau thương mà chiều theo các ý kiến quái gở của các vị ngồi chờ vào hội đồng quản trị chính thức.
Sau đây là những chuyện thực sự đã xảy ra: Từ 3 năm qua hội đồng quản trị cũ thiếu người, chính tôi đã mời bác Cường và bác Tuệ chính thức tham dự. Sau có thêm cô Mỹ Linh và anh Cao Hồng tiếp tay. Dự trù đầu năm 2025 sẽ tổ chức đại hội có bầu cử và sẽ hợp thức hóa theo nhiệm kỳ và theo thủ tục By Law. Trên thực tế những tháng vừa qua quý vị này chưa là thực sự trong hội đồng. Luật sư của IRCC có dịp hỏi quý vị chính thức là hội đồng vào ngày nào. Bầu cử ra sao và có ngày giờ xác nhận không thì quý vị hoàn toàn không có. Quý vị đều là những bậc trí thức cao niên, học thức cao, giàu có và gia cảnh tử tế nhưng không hiểu vì sao lại hoàn toàn thiếu cả tình nghĩa và luật lệ.
Vì lý do cộng đồng của chúng ta đã có rất nhiều phân hóa đau thương nên chúng tôi đã cố gắng nhịn nhục quý vị kể trên. Tuyệt đối không trả lời các chỉ trích hay lên tiếng phê bình. Chúng tôi đã nhận hết các tội lỗi về giao tế. Đã làm mất lòng anh em chỉ vì tránh các tranh chấp làm nhục cho đề tài Museum. Nhưng tiếp tục nhận được các tài liệu hoàn toàn giả dối lấy từ cơ quan IRCC làm ra một hội đồng quản trị giả lên tiếng đòi ban giám đốc IRCC phải giao lại toàn thể cơ sở và tài sản chúng tôi đã xây dựng trong 40 năm qua. Thực tế là chuyện khôi hài lạ lùng nhất trong cộng đồng Việt Nam tại hải ngoại. Chúng tôi ngay tình giới thiệu quý vị với các dân cử Hoa Kỳ và các giới chức liên hệ. Với các đường lối gian dối vô cùng hiểm độc, cái gọi là hội đồng quản trị giả mạo đã thành công trong công việc làm tan nát chính nghĩa của Viet Museum. Tổ chức IRCC đã mang tiếng cùng với Viet Museum. Nơi gọi là thành trì lịch sử cuối cùng của VNCH hải ngoại đã bị thương tổn và đồng minh Hoa Kỳ nhẹ dạ ngây thơ đã vô tình tạm thời đóng của Viet Museum.
Lệnh đóng cửa tạm thời bắt đầu từ ngày lễ Giáng Sinh 25 tháng 12 năm 2024. Lý do chính thức đưa ra là văn phòng San Jose History cho biết anh Hồng Cao là người đã tiếp nhận ngôi nhà Victoria để dùng làm Viet Museum. Nay chỉ có nhân vật này mới chính thức là chủ nhân ông. IRCC không liên hệ gì cả. Sáng 25 tháng 12-2024 chúng tôi yêu cầu coi lại hồ sơ. Hóa ra 30 năm trước ông Vũ Văn Lộc và anh Phạm Phú Nam đã cùng với toàn thể ban giám đốc và hội đồng quản trị San Jose History họp mặt ký văn bản nhận ngôi nhà lịch sử gọi là Greenwalt House . Mọi người vui mừng đón chào IRCC vào khu vườn lịch sử. Tiếp theo ngày khánh thành lần lượt các quan khách dân cử Hoa Kỳ đích thân khiêng tác phẩm từ bên ngoài vào Viet Museum. Hằng năm IRCC tổ chức ngày Thank you America tất cả dân cử và quan khách Việt Mỹ đều hiện diện và biết rõ IRCC là cơ quan đã có mặt trong việc xây dựng cộng đồng tại địa phương này.
Tâm thư này tạm ngừng tại đây vì còn nhiều chi tiết sẽ phổ biến sau. Duy có một điều quan trọng là đích thân ông thị trưởng San Jose trả lời chúng tôi rằng ông và city không liên quan đến quyết định tạm thời đóng cửa Viet Museum. Xin để văn phòng San Jose History giải quyết. Xin vâng. Chúng tôi vẫn chờ.
Phần cuối bản tâm thư này chúng tôi với tư cách giám đốc IRCC là cơ quan thành lập Dân Sinh Media và Viet Museum sẽ bảo vệ các đơn vị muôn đời. Trong lịch sử của tổ chức sẽ còn ghi mãi thành phần xây dựng và thành phần phá hoại. Trong thời gian qua đã có hàng trăm chiến hữu gửi thư yểm trợ. Các bạn cựu quân nhân hết lòng đến dự các buổi họp và sau cùng chúng tôi đã chính thức bầu cử để có được các thành viên hội đồng quản trị thực sự thuộc thế hệ kế tiếp tuổi 60 thay thế cho tuổi cao niên. Viet Museum dù gặp sóng gió hiện nay nhưng sẽ đứng vững cùng lịch sử của cộng đồng Việt tại thung lũng điện tử San Jose city và Santa Clara County.

Letter No. 1 Regarding the Viet Museum (January 15, 2025)

Speaking near or far, the truth remains the same.
I swear to heaven and earth, to God and Buddha, that I only speak the truth.
After 35 years leading the IRCC organization to assist in the resettlement of over 30,000 refugee families in Northern California, it was merely a job like any other, a means of making a living.
During those 35 years, I also took advantage of my position, alongside brothers and sisters, to engage in community-building activities as a way to repay life’s debt.
Stepping forward, eyes still looking back.
Chains bind tightly in the homeland.
Oh! My comrades
At the age of 65, while still leading the IRCC, I began pursuing the establishment of the Boat People and Republic of Vietnam Museum. Relying on my retirement pension, I have worked as a volunteer up to this day at the age of 92. Each year, I receive retirement benefits but do not have to file taxes because my income is too low.
Over nearly 30 years, the foundation of the Viet Museum has been completed, featuring 10 monuments and 200 artifacts, with a museum heritage valued at nearly $10 million. For the past 10 years, I have been searching for young people to take over, but I have yet to find anyone suitable. They must possess capability, dedication, passion, and the willingness to make sacrifices.
Our community still has many charitable needs, so the museum has not been a priority.
The IRCC: A Legacy of Community Contribution
The IRCC is an organization sustained by contributions from its members to establish community-serving initiatives. IRCC successfully founded Dân Sinh Media and the Viet Museum, and I have been fully responsible for the organization and its budget.
In its early years, IRCC operated under government contracts, with a board of directors chaired by an American, in accordance with U.S. bylaws. When the refugee resettlement program ended, the organization scaled down its activities to focus on volunteer work while maintaining its original principles.
Over the years, the board of directors has changed multiple times. However, members have primarily supported one another out of empathy, camaraderie, and a shared commitment to the common mission. Since there were no salaries for public service, we relied on fundraising for operational expenses or used personal finances. The board of directors understood this situation and wholeheartedly provided moral support.
Many organizations have ceased to exist due to financial constraints. IRCC, however, persevered, surviving without significant financial reliance on the board, as members lacked sufficient resources.
Establishing the Viet Museum in Kelley Park
Ultimately, IRCC succeeded in integrating the Viet Museum into History San Jose in Kelley Park, turning it into the final historical frontier of the Republic of Vietnam (VNCH) in the world.
Upholding Official Communication Channels
Since its founding in 1980, IRCC has served as the official channel for the Republic of Vietnam community, disseminating announcements and updates through IRCC and Dân Sinh Media. Unfortunately, community members have never been informed of fabricated announcements or documents issued by adversaries claiming to represent the board of directors. These false communications aimed to undermine IRCC—a recognized and legitimate organization that has existed for nearly half a century.
Despite these challenges, IRCC remains steadfast in its mission to preserve history and serve the Vietnamese community.
About IRCC
The IRCC is an organization supported by contributions from its members, which helped establish other institutions like Dân Sinh Media and the Viet Museum. I have been responsible for the organization and its budget in its entirety.
In the early years, we had contracts with the government, a board of directors with an American chairman, and operated according to U.S. bylaws. After the refugee resettlement program ended, the organization scaled down to voluntary activities while maintaining its original direction. Over the years, the board of directors has comprised individuals who supported one another out of mutual understanding and dedication to the collective mission.
Since the organization did not provide salaries for public service, we relied on fundraising or personal finances to cover expenses. The board of directors sympathized with this situation and provided spiritual support. Many organizations ceased operations due to a lack of funds. However, IRCC persevered and survived without financial reliance on the board, as even its members lacked sufficient means.

Eventually, IRCC succeeded in integrating the Viet Museum into History Park San Jose in Kelley Park, making it the final historical frontier of the Republic of Vietnam (VNCH) in the world.
Legacy and Challenges
Since IRCC's founding in 1980, the Vietnamese Republic of Vietnam community has relied on official news and announcements from IRCC and Dân Sinh. Community members have never encountered announcements from the board of directors with falsified documents aimed at undermining our work. IRCC remains the official organization that has existed for nearly half a century.
To Avoid Conflicts Among Vietnamese
To prevent the image of Vietnamese fighting among themselves, which would tarnish the Viet Museum for centuries, we have endured great pain and reluctantly complied with the absurd demands of those waiting to join the official board of directors.
Below are the actual events that occurred:
Over the past three years, the old board of directors was understaffed. I personally invited Mr. Cường and Mr. Tuệ to officially join. Later, Ms. Mỹ Linh and Mr. Cao Hồng also stepped in to assist. The plan was to organize a general meeting with elections at the start of 2025 to formalize the board with terms and procedures in accordance with the bylaws.
In practice, over the past few months, these individuals were not yet officially part of the board. When IRCC's attorney inquired about when they officially joined the board, how they were elected, and if there was a confirmed date and time, the response was completely lacking.
These individuals are well-educated seniors with high intellect, wealth, and respectable family backgrounds. Yet, it is incomprehensible why they completely disregarded both ethical and legal considerations.
Efforts to Maintain Harmony
Given the many painful divisions already present in our community, we have strived to tolerate the aforementioned individuals. We have refrained from responding to criticism or engaging in public disputes. We have accepted all faults in interpersonal relations to avoid conflicts that would disgrace the Museum's cause.
However, we have continued to receive entirely fabricated documents, allegedly from IRCC, creating a "fake board of directors" demanding that IRCC's leadership hand over all the facilities and assets we have built over the past 40 years.
This is, in reality, the most bizarre and absurd situation in the Vietnamese community abroad. In good faith, we introduced these individuals to U.S. officials and relevant authorities. Yet, through incredibly deceitful and malicious tactics, this so-called fake board of directors succeeded in undermining the integrity of the Viet Museum. IRCC's reputation, along with the Viet Museum’s, has been severely damaged.
The Viet Museum, considered the last historical stronghold of the Republic of Vietnam abroad, has been harmed. Our American allies, naive and unaware of the truth, unwittingly issued a temporary closure of the Viet Museum.
The Closure of the Viet Museum
The temporary closure order began on Christmas Day, December 25, 2024. The official reason provided by the San Jose History Office was that Mr. Cao Hồng had been identified as the recipient of the Victoria House for use as the Viet Museum. They claimed that only this individual was the rightful owner and that IRCC was no longer involved.
On the morning of December 25, 2024, we requested a review of the records. It turned out that 30 years ago, Mr. Vũ Văn Lộc and Mr. Phạm Phú Nam, along with the entire board of directors and San Jose History's council, held a meeting and signed a document accepting the historic Greenwalt House. Everyone celebrated IRCC's entry into this historic garden.
During the grand opening, one by one, American officials and Vietnamese representatives personally carried artifacts into the Viet Museum. Every year, IRCC hosted the "Thank You America" day, attended by U.S. officials and Vietnamese-American guests, all of whom were well aware that IRCC was the organization responsible for building the community at this location.
This Letter Pauses Here
This letter pauses for now as there are many details to be shared later. However, one crucial matter is that the Mayor of San Jose personally responded to us, stating that he and the city were not involved in the temporary closure decision of the Viet Museum. He advised leaving the matter to the San Jose History Office for resolution. We agreed and are still waiting.
Commitment to Protect the Legacy
As the Director of IRCC, the organization that founded Dân Sinh Media and the Viet Museum, I pledge to protect these entities forever. The history of our organization will always record those who built it and those who sought to destroy it.
In recent times, we have received hundreds of letters of support from comrades. Many veteran friends wholeheartedly attended meetings, and, finally, we successfully held an official election to appoint a legitimate board of directors from the next generation, around 60 years old, to replace the older members.
Despite the current storms, the Viet Museum will endure and remain a part of the historical legacy of the Vietnamese community in Silicon Valley, San Jose City, and Santa Clara County.
Gratitude and Optimism
